Build a utility management system
Kliv is an AI app builder. Describe your utility management system, with meter reads, tiered billing, service orders, notices, compliance clocks, and a customer portal, and Kliv builds it.
Just enter your idea into the text box and AI will build it for you
What is Kliv?
Kliv isn’t a large utility billing suite you sign up for and configure — it’s an AI app builder that builds software for you.
You describe the app you need in your own words, and Kliv builds it: the data, the rules, the screens, and the checkout. What you get is a real app that’s yours. You can use it, change it later by asking for changes, and run payments through your own Stripe account. It isn’t a template with your name on it.
On this page, that app is a utility management system for a small district or utility operation. Kliv builds all kinds of web apps; this is one of them, and that’s what the rest of this page covers.
Why build your own utility management system?
A small utility district may run on route sheets, board-adopted rates, paper service orders, and reminder calendars. Large utility software often assumes a control room, a billing bureau, and a dedicated software administrator.
Kliv builds a system around the district you have: connections, meters, reads, rate tables, service orders, notices, compliance clocks, and a customer portal.
The district’s records
Five kinds of record bring buried infrastructure into the office.
Connections and meters
Each service address, meter, curb stop, and history is a record. Reads, orders, bills, and notices attach to the connection.
Rate table
Tiers have effective dates and board-adopted prices, such as a $23.75 base and $3.10 per thousand gallons after the first three.
Reads and exceptions
Routes can be entered from a phone at the curb. Zeros, spikes, and backwards meters can open exceptions instead of hiding in a spreadsheet.
Service orders
A leak at the curb, new tap, or shut-off for repair is tied to a connection, carries truck photos, and closes with a note for the future.
Compliance clocks
Backflow tests, hydrant rounds, and sample schedules can be dated rows with reminder letters drafted from them.
An example: Marlys’s rural water district
Here’s how one district might use it. It’s only an example — you would describe your own meters, rates, routes, service orders, notices, and compliance rules.
Meter routes are entered once
Reads come in by the seventh from phones at the curb. There is no retyping step because the route sheet is already the database.
Exceptions open the right work
Meter 1447 reads zero, so a dead-register service order opens. The Aldersons’ usage triples, so a leak letter goes out the same afternoon.
Bills use the adopted table
Tier math runs from the board’s effective-dated rate table. Statements go out on the district’s own template, and the past-due list is ready for the board packet.
A main break turns into a filtered notice
Valve zone D is affected. The boil-water notice goes to the matching connections by email, and doors without email appear on a printed list.
Annual reporting comes from records
Consumption by category, backflow compliance rate, and new connections can be reported from the same records the office used all year.
Describe the utility system you need
Kliv builds from your description, so the more detail you give, the closer the first version. Include meter types, rates, routes, exceptions, service orders, notices, portal, and compliance deadlines. Here are three to build on:
Rural water district
Meter reads, tiered rates, service orders, and portal.
“Build a utility management system for our 2,100-connection rural water district. Include meter-read routes entered from phones, tiered billing from an adopted rate table with a $23.75 base and $3.10 per thousand gallons after the first three, service orders tied to each connection, leak letters for usage spikes, and a customer portal for usage and bills.”
Small electric co-op
Members, reads, demand tiers, and outages.
“Build a utility management system for a rural electric co-op with monthly member reads, demand tiers, outage service orders tied to meters, and a member portal showing each account its own usage and bills.”
Campus utilities desk
Sub-meters and department allocation.
“Build a campus utilities system that tracks sub-meter reads per building, allocates monthly electricity and water costs to departments, and keeps an approval trail before costs are posted.”
Customer portal, notices, and compliance
A portal that knows one account. Customers can sign in and see their own connection, usage, bills, and notices, and no one else’s.
Notices can be addressed by query. A boil-water notice can reach the connections downstream of a valve because those connections are records you can filter. The same query can make a printable door list.
Compliance clocks can run without being watched. A scheduled job can mail backflow-due letters, flag the sampling calendar, and skip customers who already complied.
The schema follows the board. A new surcharge, tier, or meter class can be described and added so the next bill run uses it.
Most software tracks work you can see. A water system is buried, so records are its visible surface. More internal operations tools are covered at Kliv builds that genre daily.
Common questions
What exactly is Kliv?
Kliv is an AI app builder that builds custom web apps from a description. For utilities, it can build connection records, reads, billing, service orders, notices, compliance reminders, portals, and reports.
Do I get a real app, or a template?
A real app. Kliv builds the database, workflows, screens, permissions, and billing rules around your district.
Can I change it after it’s built?
Yes. You can add rate tiers, new notice types, service-order fields, compliance schedules, or portal pages later by asking.
Can customers see and pay their bills online?
They can see their own usage, bills, and notices in the portal. Payments can run through your own Stripe account if you take cards, or stay with your current payment process.
How do rate changes land?
As a new table with an effective date. New bills use the new table, and old bills still point to the table they were calculated from.
Do we need SCADA or smart meters first?
No. Phone-entered routes are enough. If your reader exports a file, uploading it can land the reads as rows.
What happens when someone disputes a read?
The read can keep who entered it, when, and a photo if one was taken. A correction can be its own entry beside the original.
Can notices target only affected addresses?
Yes. If connections are tied to zones, valves, routes, or other fields, notices can be addressed by query and printed where email is missing.
Can service orders carry photos from the truck?
Yes. Photos and notes can attach to the service order and connection history.
Do customers need Stripe accounts?
No. Customers pay by card if you accept card payments. Stripe is how the money reaches your district’s account.
Can I move off Kliv later?
Yes. The app’s code syncs to your own Git repository.
Do I need a separate reporting tool?
No. Consumption, compliance, past-due, and service-order reports can be built inside the app.
