What is Kliv?

Kliv isn’t a grant portal or loan tool with fixed workflows you sign up for and configure — it’s an AI app builder that builds software for you.

You describe what you need in your own words, and Kliv builds it: the database, the logic, the screens, and the rules. What you get is a real, working app that’s yours. You can use it, change it later by asking for changes, and run it on your own accounts and your own domain. It isn’t a template with your name on it.

On this page, that app is a funding application and loan management system for your program rules. Kliv builds all kinds of web apps; this is one example, and that’s what the rest of this page covers.

Why good funding programs need a real system

Funding programs create a lot of evidence. Each application has attachments, eligibility checks, reviewer scores, committee decisions, conditions, receipts, and sometimes a loan schedule after the award. A spreadsheet and a folder can track the work, but they make fairness hard to prove.

Kliv builds the process as records and rules. Submission windows close on time. Eligibility checks block incomplete applications. Reviewers score blind. Recusals remove conflicted applications from a packet. Awards reimburse against receipts, and loans track payments and arrears in the same database.

Window, scores, award: the program on file

These records keep the process auditable.

The window

Open and close dates are enforced by the database. A late submission fails the same way for everyone because the window is data.

The application

Fields, budget lines, photos, and quotes live in one record with a clear state: screening, scoring, committee, or decided.

The eligibility screen

District address, current taxes, match funds, and required quotes can be hard stops. An application missing a requirement cannot advance.

Review sheets and recusals

Reviewers score alone. Scores reveal at the meeting. A recusal is a row, and the packet builder excludes that application for the conflicted reviewer.

The award and conditions

Award amount, conditions, and completion deadline stay on the record. Disbursement works as reimbursement against submitted invoices and receipts.

The loan portfolio

For projects that borrow, the system tracks schedules, recorded payments, and arrears flags beside the grant reimbursements.

An example: Rosalia’s storefront grant program

Here’s how one funding program might use it. It’s only an example — you would describe your own eligibility rules, scoring process, committee workflow, awards, and loan terms.

01

An applicant submits inside the window

Rosalia’s community development fund opens a storefront grant round. An upholsterer uploads photos, two contractor quotes, and proof of match funds before the deadline.

02

Eligibility decides what can advance

The system checks current taxes, district address, and complete quotes. If any hard requirement is missing, the application cannot move to scoring until the issue is resolved.

03

Reviewers score without seeing each other

Five reviewers score forty-one applications on the rubric. One reviewer recuses because her cousin owns the building, and her packet is rebuilt without that application.

04

The committee decision stays attached

At the meeting, scores unseal into a ranked list with disagreement flags. The committee vote lands on the record with the minutes attached.

05

Reimbursement waits for receipts

The award letter sets conditions and a completion deadline. In August, invoices arrive, reimbursement posts against them, and the remaining balance is computed.

06

Reports come from the cases

The finished awning photo lands on the original application. The annual report to the city and foundations assembles from records like this one.

Describe the funding system you want to build

Kliv builds from your description, so the more detail you give, the closer the first version. Include dates, eligibility rules, scoring, recusals, awards, documents, and loan terms. Here are three to build on:

kliv.dev

Facade grant program

A fair window with blind scoring.

“Build a facade grant application system for our commercial district. Open applications from March 1 to April 15, require a district address, current taxes, two contractor quotes, photos, and proof of 50% match funds, block incomplete applications from advancing, use blind scoring by five reviewers, record recusals, and reimburse awards only against uploaded invoices and final photos.”

kliv.dev

Community loan fund

Applications, approval, schedules, and arrears.

“Build a loan management tool for our community fund. Applicants submit business details, requested amount, collateral notes, and documents; the committee records votes and minutes; approved loans get repayment schedules, payment records, and arrears flags on the dashboard after 10 days past due.”

kliv.dev

Project micro-grants

Budget, rubric, receipts, and final proof.

“Build a micro-grant portal where neighborhood groups apply with a project budget, reviewers score on a shared rubric without seeing each other’s scores, awardees submit receipts and a final photo, and declined applicants receive reasons from our template.”

Fairness, made explicit

States cannot be skipped. An application moves from screening to scoring to committee to decision because the database refuses other paths. The audit trail is created as the work moves.

People see exactly their part. Applicants follow their own application. Reviewers see their assigned packet minus recusals. The committee sees scores only after sealing. These are access rules, not reminders.

Letters follow the state. Received, incomplete, advanced, awarded, and declined-with-reasons emails can send from your templates when the state changes. Applicants know where they stand without Rosalia narrating the pipeline by hand.

Grant rounds, hiring loops, and procurement scoring all use this same records-and-rules pattern. That pattern has its own home on Kliv.

Common questions

What exactly is Kliv?

Kliv is an AI app builder. You describe the software you need, it builds the working app, and you own the result. For this page, that means an auditable grant and loan system with application windows, eligibility checks, review sheets, recusals, awards, reimbursements, and loan schedules.

Do I get a real app, or a template?

A real app. Kliv builds the data, rules, and screens for your specific case, not a pre-made theme you fill in. You keep changing it by describing what you want different.

Can I change it after it’s built?

Yes. Ask for changes in plain words and Kliv updates the app. You can adjust fields, workflows, pages, emails, access rules, and reports without starting over.

Can applicants edit after submission?

No, not unless you define a clarification process. Submission seals the record. Later clarifications can arrive as requested attachments with timestamps, so the committee can see what arrived when.

What stops a reviewer from seeing a conflict case?

A recusal row removes the application from that reviewer’s packet. The conflicted application is not hidden on a page; it is absent from the data they can read.

Do we need separate systems for grants and loans?

No. They can share applicants, committee records, district data, and documents. A loan is an award with a repayment schedule, payments, and arrears rows.

Can a deadline close automatically?

Yes. The window is data with open and close dates. A late submission fails consistently for everyone.

Can scoring stay blind until the meeting?

Yes. Reviewers can score alone, and scores can stay sealed until the committee view opens them.

Can awards reimburse only against receipts?

Yes. Conditions, invoices, receipts, photos, and remaining balances can all live on the award record.

Can applicants get status emails?

Yes. State changes can send emails from your templates: received, incomplete, advanced, awarded, declined, or anything else you define.

Can funders or auditors review the trail?

Yes. Applications, scores, recusals, votes, minutes, receipts, and payments are records that can be reviewed or exported.

Can I use my own domain?

Yes. Applicant and committee portals can run on your own domain.

Do I need a separate form tool or document system?

No. Forms, uploads, review packets, decisions, and reports live in the same app.
