Build a fraud reporting and investigation system
Kliv is an AI app builder. Describe your fraud reporting and investigation system — anonymous intake, case files, assignment-based access, evidence logs, referrals, and reports — and it builds the app on your own domain.
Just enter your idea into the text box and AI will build it for you
What is Kliv?
Kliv isn’t a generic case tracker or hotline form — it’s an AI that builds software for you.
You describe the app you need in your own words, and Kliv builds it: the intake, cases, evidence files, access rules, logs, exports, and reports. What you get is a real web app that’s yours, on your own domain, and you can change it later by asking. It isn’t a template with case fields added.
On this page, that app is a fraud reporting and investigation desk. Kliv builds all kinds of web apps; this page focuses on anonymity, assignment-based access, evidence custody, referral packets, and aggregate reporting.
Why build your own investigation system?
An allegation needs privacy before it needs analysis. A shared inbox can expose a tip to people who should not know it exists, and many case tools assume the whole team can see the whole caseload.
Kliv builds the desk around the opposite rule: each case is visible only to the people assigned to it, evidence reads are logged, and referral packets are assembled from the records.
Records with need-to-know access
The system’s first job is remembering; its second is limiting who can read.
Tip
Channel, timestamp, allegation, and reference code can be stored without an account or identity field for anonymous intake.
Case
Allegation type, subjects, status, and assignment list live on the case. Assignment is what grants access.
Evidence and interviews
Invoices, exports, photos, and interview memos can live under the case access rule, with every opening recorded.
Activity log
Every action and read can add an entry with author and time. Edits add history instead of replacing it.
Referral packet
A substantiated case can export chronology, numbered exhibits, and attached interviews for the county attorney or HR.
Annual report
Tips by category, time-to-close, and substantiation rates can be computed without exposing identities.
Four habits the desk enforces
These behaviors keep the case record useful and controlled.
Intake connects related tips
Multiple tips about one vendor can be matched to the same case instead of starting separate files.
Walls follow assignment
Visibility follows the assignment list, not seniority. A department head sees only cases they are assigned to.
Evidence records its readers
Opening an exhibit can create an activity-log entry, so the desk can answer who saw what and when.
Closure requires a finding
Substantiated, unsubstantiated, referred, or another defined closure can require a written finding and reason.
An example: Leland’s county fraud desk
Here’s how one investigation desk might use it. It’s only an example — you would describe your own intake channels, roles, case rules, evidence process, and export format.
A tip comes in without identity fields
A resident files an anonymous tip about a vendor. The form creates no account and stores no identity field, then gives the tipster a reference code.
The case is assigned before it is visible
Leland assigns two investigators to the case. The case does not appear for people outside that assignment list.
Evidence access is recorded
An investigator uploads invoices and a payroll export. Each view of those files adds an entry to the activity log.
The tipster can answer follow-up questions
Using the reference code, the tipster returns to a message thread tied only to the tip.
A referral packet exports from the case
When the finding is substantiated, the export assembles chronology, numbered exhibits, interviews, and attachments for the county attorney.
Describe what you want to build
Kliv builds from your description, so the more detail you give, the closer the first version. Include intake rules, anonymity, assignments, evidence logs, findings, exports, and reports. Here are three to build on:
County fraud hotline
Anonymous intake, case walls, and referrals.
“Build a fraud reporting system for our county auditor’s office. Anonymous web intake should collect no account or identity field, issue a reference code, and let tipsters return to a message thread. Cases should be visible only to assigned investigators, evidence uploads should log every view, closures should require written findings, and referral packets should export numbered exhibits.”
Grant misuse desk
Award files, interviews, and findings.
“Build a grant misuse investigation tracker where program officers file concerns, each case holds award documents and interview notes, access follows the assignment list, and every closure requires a finding and reason.”
Vendor integrity cases
Linked tips, evidence logs, and aggregate reports.
“Build a vendor integrity case system for our procurement office. Tips should link to vendor records, evidence views should be logged, related tips should merge into one case, and annual reporting should show category totals without names.”
How the secrecy holds
Access lives on the case rows. A signed-in investigator can read the cases their assignments name. The same rule can apply to the case list, search, files, and dashboard totals.
Anonymous follow-up does not need an account. A reference code can open a thread tied to the tip and nothing else. If identity was never collected, the system cannot reveal it.
Evidence can behave like exhibits. Files live in private storage under the case’s access rule. A referral export can number exhibits and freeze the set sent on that date.
The same machinery — rows, roles, schedules, and private files — runs other internal tools Kliv builds inside organizations.
Common questions
What exactly is Kliv?
Kliv is an AI that builds custom web apps from a description. For fraud investigations, it can build intake, case files, access rules, evidence storage, activity logs, referral exports, and reports.
Do I get a real app, or a template?
A real app. Your anonymity rules, assignment logic, evidence fields, closure findings, exports, and reports are built around your office.
Can I change it after it’s built?
Yes. You can change intake fields, roles, case types, findings, exports, or reports later.
Can a tip really stay anonymous?
Yes, structurally. Anonymous intake can collect no account and no identity field, with a reference code as the only key back to the thread.
What if the subject of a case has system access?
Rank is not permission. Case visibility can follow the assignment list, so a subject with another login does not see the case unless assigned.
Can we prove the file was not altered later?
The activity log can be additive: edits create entries with author and time, and referral exports can freeze exhibit versions.
Does the desk handle annual reporting?
Yes. Counts, categories, time-to-close, and substantiation rates can come from the live rows with identities removed.
Can evidence views be logged?
Yes. Opening an exhibit can write an activity-log entry with who opened it and when.
Can tipsters answer follow-up questions without an account?
Yes. The reference code can open a message thread tied to the tip without collecting an identity.
Can I use my own domain?
Yes. The intake and staff app can run on your own domain.
Do I need a separate CMS?
No. The app is its own admin for intake text, case fields, reports, exports, and public pages.
Can I move off Kliv later?
Yes. The code syncs to your own Git repository, so leaving is a git pull, not a rebuild.
