Build a citizen services and feedback system

Kliv is an AI app builder. Describe the citizen services and feedback system your office needs — requests, deadlines, licenses, routing, comment rounds, and public answers — and Kliv builds it.

    What is Kliv?

Kliv isn’t a government suite you buy and adapt to your office — it’s an AI app builder that builds software for you.

You describe the app you need in plain words, and Kliv builds the database, the logic, the screens, and the public pages. You own the result, run it on your own domain and accounts, and keep changing it by asking for changes. It isn’t a template.

On this page, that app is a citizen services and feedback system. Kliv builds many kinds of web apps; this is one example.

Why build your own citizen services system?

Small public offices often handle requests, licenses, permits, and comments with a shared inbox and staff memory. That breaks down because public work needs a record. A records request has a legal clock. A comment window needs published answers. A council member may ask exactly when something arrived.

Kliv builds the system around those records. Each request keeps its arrival time, routing, deadline, status, response, and public or private visibility.

The counter stops being the database. The system can answer where something is and what happened to it.

    The borough hall, in records

Five tables under one roof, each with the rule the office needs.

    Requests and deadline clocks

Each request type has its own deadline, such as ten business days for records or five for a permit response. The clock starts when the request arrives.

    Departments and routing

A request is assigned to one desk at a time: assessor, water, code enforcement, or another office. Hand-offs stay on the record.

    Residents and their window

Residents sign in to see their own requests, licenses, and submissions. Public release is a separate action by the borough.

    Comment rounds

A proposal has an open window, accepted comments, themes, moderation for abusive submissions, acknowledgments, and published responses when the round closes.

    Licenses and renewals

Dog licenses, vendor permits, and banner slots can carry terms, fees, and renewal reminders before they lapse.

An example: Doreen’s borough clerk office

Here’s how one borough might use a citizen services system built with Kliv. It’s only an example — you would describe your own offices, request types, deadlines, and public rules.

    01

A records request starts its clock

A resident files a request online. If someone phones or walks in, Doreen enters it into the same queue. The request gets a timestamp, number, deadline, and acknowledgment.

    02

The right desk gets the work

The request concerns an assessment file, so it moves to the assessor. The ten-business-day clock is already running and visible to staff and the resident.

    03

The system flags delay before it becomes failure

On day seven, the request is still open. The assessor sees it on the list and Doreen is copied, so nobody discovers the problem after the deadline.

    04

    The answer stays on record

Documents are sent through the resident’s portal, closure is dated, and the full path from arrival to answer is kept for later questions.

    05

    Repeated requests become public information

Quarter-end reporting shows the same three documents requested 40 times. The borough publishes them on the site, reducing future requests.

    Describe the public workflow

Kliv builds from your description, so the more detail you give, the closer the first version. Include request types, deadline rules, routing, fees, and publication rules. Here are three examples to build on:

    kliv.dev

    Utility service desk

Resident issues, account history, routing, and status.

“Build a water utility service desk where residents report leaks, pressure issues, meter concerns, and billing questions. Route meter concerns to field staff, show every ticket’s status and next step, and let residents view their own account history.”

    kliv.dev

    Parks reservation office

Real availability, online payment, and staff setup notes.

“Build a parks reservation system where residents book pavilions and ballfields from real availability, pay a $62 permit fee online, upload insurance documents when required, and staff see each day’s reservations and setup notes in one list.”

    kliv.dev

    Code complaint intake

Photos, addresses, assignment, inspections, and updates.

“Build a code-enforcement intake system where residents submit complaints with photos and addresses, each complaint is assigned to an officer, inspections and notices stay on the record, and complainants get status updates without calling.”

    What the counter hands off

Fees belong to the records they pay for. A fall-festival banner permit can be $62, paid online at submission through the borough’s own Stripe account, with the payment attached to the permit.

The feedback side runs through moderation and publication. Accepted comments are tagged, themes are counted, and official responses are posted where commenters can find them. A leaf-blower ordinance round with 214 comments and 9 themes can end in one public answer document assembled from records.

A public tool is judged by what it remembers under questioning. Tools that can testify get built differently from tools that only make work easier.

    Common questions

    What exactly is Kliv?

Kliv is an AI app builder. You describe the citizen services system you need, and it builds a real app with records, routing, deadlines, resident pages, and public pages.

Do I get a real app, or a template?

A real app. Kliv builds around your request types, offices, legal clocks, license terms, comment rules, and public records needs.

Can I change it after it’s built?

Yes. You can ask for a new request type, a different deadline, a second comment round, or a new public report without starting over.

    Does Kliv charge per resident?

No. Kliv doesn’t price by the users of your app. Permit and license fees, if you collect them, run through your own payment account.

Can residents see each other’s requests?

No. A signed-in resident sees their own records. Publishing documents or comment responses is a separate, deliberate action.

What about people who phone or walk in?

Staff can enter those requests into the same queue the website feeds. The resident still gets a request number and acknowledgment.

Can every request type have a different deadline?

Yes. Each request type can carry its own clock, and overdue work can appear on the office’s daily list.

    Can comments be moderated?

Yes. Comments can wait in a moderation queue for a human decision before they are accepted and published.

    Can licenses renew online?

Yes. License records can hold terms, fees, reminders, payment status, and renewal history.

Will public pages show up in search?

Yes. Public pages can be prerendered, included in a sitemap, and readable to search engines and AI assistants.

Do we need an IT department to maintain it?

No dedicated IT department is required to ask for changes. You describe the change, and Kliv updates the app.

    Is there an audit history?

Yes. Requests can keep arrival, routing, hand-offs, decisions, responses, and closure dates on the record.
