Civic & Government Tools
Build civic and government tools
Kliv is an AI app builder. Describe the civic and government tools your desk needs — permits, reviews, inspections, fees, certificates, and public status — and Kliv builds them.
Just enter your idea into the text box and AI will build it for you
What is Kliv?
Kliv isn’t a fixed permit or licensing suite — it’s an AI app builder that builds software for you.
You describe the app you need in plain words, and Kliv builds the database, the logic, the staff screens, applicant screens, and public pages. You own the result, run it on your own domain and accounts, and keep changing it by asking for changes. It isn’t a template.
On this page, that app is civic and government tooling, starting with a permit desk. Kliv builds many kinds of web apps; this is one example.
Why build your own civic tools?
City software often arrives shaped for a much larger agency. Small departments get screens for teams they do not have, while the rules they actually need — local fee schedules, review sequences, inspection prerequisites, and public status — are hard to change.
Kliv builds the tool around your code book. Applications, review rounds, inspection windows, fees, files, and certificates can all sit on one record per permit.
When the council changes the fence ordinance, you describe the change and the app changes with it.
What a permit accumulates
From application to occupancy, the permit record grows through these layers.
Application
Parcel, scope, declared valuation, and drawing set are uploaded and versioned. The permit gets a file number when it arrives.
Review rounds
Each round records comments, revisions, and who the permit is waiting on. Correction letters come from the review record.
Inspection calendar
Contractors book windows the system offers. Inspectors record results from a phone, and failed items can include photos for reinspection.
Fee ledger
Fees can compute from valuation using your own schedule, be paid online, and be receipted against the permit record.
Certificate
The certificate of occupancy becomes issuable only when reviews are closed, inspections passed, and fees settled.
An example: Sylvia’s permit desk
Here’s how one city might use civic tools built with Kliv. It’s only an example — you would describe your own code book, desks, fees, and public process.
An application arrives after hours
A contractor uploads drawings for a kitchen renovation at 9 p.m. The permit gets its file number immediately, and Sylvia’s morning queue has a new row instead of an envelope.
Plan review sends corrections
The reviewer finds two issues. A correction letter is generated from the review record and emailed to the applicant, and the ball-in-court field moves to the applicant.
Revisions are compared to the original
The revised drawings arrive as version two. The reviewer sees version one and version two together, with the city’s review clock visible.
Inspection results land from the field
The inspector passes framing, fails a junction box with a photo, and the reinspection books into the next available window.
The certificate issues from the record
Final inspection passes, the last fee clears, and the certificate of occupancy is issued from a checklist that is all green, with the history attached.
Describe the desk you need
Kliv builds from your description, so the more detail you give, the closer the first version. Include application fields, review rules, inspection rules, fees, and public status. Here are three examples to build on:
Permit inspection portal
Applications, review rounds, inspections, fees, and occupancy.
“Build a permit system for our building department with online applications, uploaded drawing sets, review rounds with correction letters, inspection scheduling by two-hour window, fees computed from project valuation, and a certificate checklist before occupancy.”
Business licensing desk
Annual renewals, categories, fees, and reminders.
“Build a business license system for our city with annual renewals, category-based fees, renewal reminders 30 days before expiry, staff approval for new applications, and a public lookup for active licenses.”
Agenda and minutes hub
Council packets, deadlines, attachments, and archive.
“Build an agenda management tool for our city council where staff submit agenda items with attachments, packets assemble by deadline, adopted minutes publish to a searchable archive, and public pages are readable to search engines.”
Paper rules, database rules
Each party sees the right part of the queue. Contractors see their own permits, homeowners see one address, and staff see the whole board. The record rules are enforced where the data lives.
The status page answers repeat calls. Applicants check status on a public page fed by the same permit record staff use, so the counter and the website give the same answer.
Local rules stay local. Fee schedules, review sequences, inspection prerequisites, and certificate gates are part of your app and can change when your ordinance changes.
Permits are one desk of many — licenses, plots, facility bookings, or whatever your city counts. Internal tools on Kliv are the route where the desk goes first.
Common questions
What exactly is Kliv?
Kliv is an AI app builder. You describe the civic tool you need, and it builds a real app with staff screens, applicant screens, records, rules, and public pages.
Do I get a real app, or a template?
A real app. Kliv builds around your code book, departments, forms, review rounds, fees, and reporting needs.
Can I change it after it’s built?
Yes. You can describe ordinance changes, fee changes, new inspection requirements, or new document types, and Kliv updates the app.
Can residents and contractors use it, or just staff?
Both. Applicants can submit, pay, book inspections, and check status. Staff get the queues, review tools, calendars, and ledgers.
What happens when an ordinance changes?
You describe the change. The app can add a fee line, inspection, required document, or review step, while preserving the rules for permits already in flight if that is what your code requires.
Is there a record of who did what?
Yes. The permit history can show who reviewed, approved, reinspected, paid, uploaded, or issued something, with timestamps.
How do fees get paid?
Online, against the permit, through the city’s own Stripe account if you enable payments. The receipt and ledger update from the same record.
Can the public see permit status?
Yes. You can publish a status page that shows what you choose to show, fed by the same record staff use.
Can files be versioned?
Yes. Drawing sets, revisions, correction letters, inspection photos, and certificates can all stay attached to the permit record.
Will public pages show up in search?
Yes. Public pages can be prerendered, included in a sitemap, and readable to search engines and AI assistants.
Can I use my own domain?
Yes. Staff, applicant, and public pages can run on your own domain.
Can I move off Kliv later?
Yes. The app’s code syncs to your own Git repository, so leaving is a git pull instead of a rebuild.
